Lahore: The Punjab government’s acquisition of a 2019-manufactured Gulfstream GVII-G500 has come under renewed public scrutiny, with questions being raised about the aircraft’s reported cost, procurement process and intended use.
Media reports have placed the aircraft’s estimated market value at around US$38 million to US$42 million, equivalent to more than Rs10 billion depending on the exchange rate. The aircraft, previously registered in the United States as N144S, arrived in Lahore in December 2025 and was subsequently observed operating flights for Punjab.
Transparency International Pakistan Raises Procurement Questions
Transparency International Pakistan questioned the procurement in February 2026 after receiving a complaint alleging that the aircraft was acquired for approximately Rs11 billion without open competitive bidding.
TI Pakistan raised concerns over possible compliance with the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014, and sought clarification from the Punjab government regarding the procurement process. The allegation represents TI Pakistan’s stated concern and does not by itself establish that procurement rules were violated.
Punjab Government Links Aircraft To Air Punjab
The Punjab government has described the aircraft as being connected to its proposed Air Punjab initiative. Punjab Information Minister Azma Bukhari said the government was acquiring different types of aircraft, with some to be leased, as part of building a fleet for the proposed airline.
The Punjab Transport Department’s official website also describes Air Punjab as a planned regional airline intended to connect cities across Punjab with air travel.
However, aviation experts cited by Arab News questioned whether a 17-seat Gulfstream configured for executive/VIP travel would be commercially suitable for a conventional regional airline. One aviation official told the publication that the project was still at a preliminary stage and had not yet obtained the necessary licence.
Aircraft Also Used For VIP Travel
The Gulfstream has also become part of a separate controversy over its use by Punjab Chief Minister Maryam Nawaz. Dawn reported in September 2026 that the chief minister used the provincial government’s jet during a private trip to London, while Punjab Information Minister Azma Bukhari said Maryam Nawaz had paid the expenses of the trip herself.
Earlier reports had also described the aircraft as being used for VIP transport, while officials had not initially provided extensive public details about its acquisition.
Questions Over Public Disclosure
The controversy has also involved requests for information concerning the aircraft. In May 2026, Dawn reported that the Punjab Chief Minister’s Office had declined RTI requests seeking details about the luxury aircraft, along with information concerning the chief minister’s official vehicles and foreign visits.
The key issues surrounding the aircraft therefore include its reported purchase price, the procurement procedure followed by the Punjab government, its intended role in the Air Punjab project and its use for government or VIP travel.
The Punjab government’s stated position is that the aircraft forms part of the planned Air Punjab fleet, while Transparency International Pakistan has sought clarification over the procurement process.
